Victory Outreach International started in 1967, when Sonny and Julie Arguinzoni were inspired to start an organization dedicated to reach out the injured people in the inner cities of the world. Sonny and Julie started their ministry in a small building in the heart of Los Angeles East and helped people within the surrounding areas.
What started small has developed into a global organization, still committed to the original vision. This vision is to help and support individuals to build a personal relationship with Jesus Christ.
Victory Outreach has seen tens of thousands of people in recent years who have exchanged a hopeless life for a new confident life with a determination to help others. This unique vision of Victory Outreach International is moving forward and is reflected in the many recovered lives.
Meanwhile, the vision has been extended from providing assistance only to drug addicts and gang members to people of all lifestyles. The first church from which all Victory Outreach churches originated is now located in Chino, California. Meanwhile, Victory Outreach has more than 600 churches and centers worldwide. A thesis for life is: 'It is compassion that triumphs... faith that endures!
Message from our Founders
For over 50 years, Julie and I founded Victory Outreach with a clear mission: to empower individuals to take control of their lives by placing their future in the hands of God. We have seen multitudes exchange a hopeless subsistence for a new resolve and confidence in life with a single-minded determination to help others.
Our unique vision continues to guide our values-driven approach to ministry, personal growth, and global-community involvement. Since our beginning, the preeminent value of Victory Outreach is family. We are a global family with members in every populated continent on earth.

OUR MISSION AND VALUES
Mission Statement
Victory Outreach is an international church, called to the task of evangelizing and making disciples among the most wounded in the world, with the message, hope and plan of Jesus Christ.
This calling means: founding and developing churches, recovery centers and training centers in strategically located cities worldwide.
Victory Outreach inspires people and arouses a desire to develop their potential to the full, with the ultimate goal: a life in dignity and security.
Victory Outreach works with others who are called to the same goal to complete the task ahead.
Five E's
Exalting (Increase)
We can raise God up in our lives through prayer, worship, fasting and reading the Bible to achieve a life of righteousness from God's image. John 12:32, I Corinthians 1:29
Envisioning (Transmitting vision)
To inspire God's children to answer God's calling and to commit themselves to it, because this is our motivation. Proverbs 29: 18, Hebrews 1:2-3
Establishing (Achieving)
We are called to help people grow into spiritual maturity by giving them a sense of security. It is our desire to see Christians grow in character and to see Christians build relationships. Ephesians 4:14-16
Equipping (Equipping)
We provide training and education to Christians to help them develop leadership abilities and spiritual gifts. Matthew 28:18-19
Evangelism (Evangelism)
Our mission is the same as the worldvangelization of Jesus Christ: go to the inner cities of the world to reach out to the rejected.
3 C's
Community (Community/Family) – Acts 2: 42, I Timothy 5: 1-2 The church is a community; we are a family. That is why we call each other brother and sister, spiritual mother and father. We can express ourselves to each other with love and with a sense of security, this gives a feeling of belonging to the family. We have a sense of dignity and security because we are a family. God has raised us to be a unique ministry working with injured people from inner cities around the world.
Cause (Purpose)

Matthew 16:18, I Samuel 17:29, II Samuel 18: 5-17 We are an army with a mission that God has given us to reach the world. We are a powerful army set aside to fight against the forces of darkness through obedience and loyalty. To have all the same mindset is essential for taking new land for the Lord. Being in a family is about love, acceptance and respect; being in the army is about mission, strategy, execution and finances.

We have our international administrative offices fully staffed by men and women dedicated to the global expansion of Victory Outreach. Every local Victory Outreach church strives to be shiny and business-oriented. We recognize and believe in accountability and responsibility to leadership in all aspects of the vision. Decisions are made for the benefit of the entire organization.
